Kevin over at Wizbang does a little reseach and discovers, lo and behold, that one of the central bits of evidence used by the moonbats to bring the Downing Street memo forward as evidence of conspiracy, is simply their ignorance of the language. With a minimal of effort but a healthy dose of inqusivitness he uncovers other memos that show exactly what Matthew Rycroft, Private Secretary for Foreign Affairs to the Prime Minister, means when he uses the word "fixed" in the notorious memo.
