The most important item of the speech in my mind was his acknowledgment that the Federal Government has to step up and take control when a disaster overruns entire states. Specifically that the Military is the only organization capable of acting in such an environment. This is terrific news because it was obvious during Katrina that should we be attacked with a nuclear weapon the current methods of dealing with catastrophes won't be able to deal with it. Only the the military has the experience and ability to deal with such events.
